10. Registration for elite:
 
(1) To enhance the quality of the record, a special area at the front of the start zone is kept for elite. Elite will start the race 1minute in advance.
(2) Registration: After signing up, please e-mail your previous record certificate to rainbowwingsimc@gmail.com and contact us by phone 02-29499257 to make sure your qualification, then enter in the payment transaction procedure.
(3) Qualifications for registration: those who had participated AIMS/IAAF certified courses from 2018 to 2019

(4) Examination for qualification: Elite runners will be admitted with their provided record certificate sort by date. If the quota is full or the provided certificates are not eligible, they shall be withdrawn from the race. Further notice will not be sent, please go on the website for related information.

(2) Participants of marathon will be divided into following 10 age groups. Participants in the full marathon must be at least 17 years of age (born prior before the 8th February, 2003).

(3) Participants of Half Marathon will be divided into following 10 age groups. Participants in the half-marathon must be at least 15 years of age (born prior before the 8th February, 2005).

(4) There is no gender and age categories divided for participants of 4.5km night leisure run.
(5) Children under 7 (born after 2013) can only register for night leisure run and shall be accompanied by their parents.

13. Registration Information:
 
(1) No entries or registrations will be accepted on the day of competition.
(2) Please note important dates below. Registration opens on 14th November 2019 at 20:20 (GMT8+) and closes on 15th December 2019 at 23:59. (GMT+8). The registration system will be closed once the race cap is full.
(3) We only accept online registration.
 
A. Please confirm your registration status online after completing online registration process and payment transaction.
B. Please provide correct personal information in details for registration.
C. Please take your own ability and health condition into account and register for appropriate course.
Once you have completed the registration process, further changes to registration information such as name, competition event, and clothing size will NOT be accepted under any circumstances.
D. Size chart of souvenir shirt for Marathon and Half Marathon runners. Please indicate your preferable size during online registration. If there is no indication at registration, a size L shirt will be given.

F. Payment Methods
 
(A) Payment on 7-11 i-bon machine (Registrants will be required to pay NT$30 service fees per transaction under NT$10,000.)
 
I. Upon completing online registration, you will obtain an i-bon payment code (order number). Please pay the entry fees within 3 days at an i-bon machine in 7-11.
II. Click “ 代碼輸入 (enter serial number)” on the upper left corner of the main page.
III. Enter CCAT number then click “下一步(next)”.
IV. Enter your payment code (order number). (For example, ‘000000123456’, 12 numbers in total).
V. Select and confirm your payment information. Press the red button to print out the receipt.
VI. Pay at 7-11 register with your receipt within 3 hours after printing it out.
(B) Credit Card payment for overseas applicants (VISA、MasterCard、JCB payment available)
 
I. Enter and check your credit card information and send out.
II. The website system page will be re-directed to the page of your bank to enroll 3-D secure.
III. Please wait until the verification and the authorization of your information are done.
IV. Return to registration page, “registration completed” will be shown.
V. Your payment will be titled with “E-Better” on your bill.
(C) Entry fees must be paid within 3 days after registering online and obtaining a serial number. An applicant who fails to pay the entry fee as aforesaid will be deemed to have withdrawn his or her application.
(D) Payment status can be viewed on website. Once the registration process is completed, registration details submitted by applicants cannot be amended under any circumstances.
(E) Please ensure that you submitted crucial information correctly, for instance, the event that runners intend to participate, runners’ full name, ID number, and date of birth. Please double confirm above information before submitting registration form. The organizer reserves the right to disqualify, exclude any person from the race and to take disciplinary action to applicants who provide incorrect personal data / details on the entry form. You shall take full responsibilities for information provided by you. The organizer is not responsible for violation to participants’ right caused by false information.
(F) Check-in
 
I. Check-in in person
 
(I) Location: Kaohsiung World Games Stadium (No. 100, Shihyun Blvd., Zuoying Dist., Kaohsiung City)
(II) Race packages include following items, a brochure of the competition, a racing bib, a timing chip, and a souvenir shirt. Runners of 4.5km Night Leisure run will not receive the brochure and timing chip, however, a course map and an event schedule information will be obtained instead.
(III) Date and Time
Friday, 7th February 2020, 14:00 to 19:00
Saturday, 8th February 2019, 09:00 to 17:00
(IV) Please confirm check-in code on official website prior arrival at check-in venue. Identification information (ID) is required for check-in and retrieve race package. A correspondent’s ID is needed for group check-in. If you are on behalf of other participants to check in, please bring photocopies of the participants’ ID.
(V) All entrants must check in at the time stipulated. An entrant who fails to do so will result in disqualification and will not be allowed to enter the racing courses. Referees have the right to expel participants who have no athlete bib from compete the event.
(VI) If you were unable to check in and take part for the race and would like to retrieve your race package, please contact execution unit by dialing 02-2949-9257. Race packages will be posted by cash on delivery.
II. Check-in by post
Participants who are unable to check in personally during the above time can choose to check in by post (please pick the corresponding option at registration).
 
(1) Race packages include following items, a brochure of the competition, a racing bib, a timing chip, and a souvenir shirt. Runners of 4.5km Night Leisure run will not receive the brochure and timing chip, however, a course map and an event schedule information will be obtained instead.
(II) Race packages will be posted two weeks before competition. The actual posting date will be announced on Facebook and official website.
(III) Receiving race package means check-in completion. To ensure the competition quality, check-in will not be accepted on the day of competition. Please note that post service is provided only within Taiwan and a postal fee must be paid along with registration.
(IV) The race date is close to Chinese New Year vacation, therefore there might be delivery delay. We recommend overseas applicants and participants from Penghu, Kinmen, Matsu Islands and other Taiwanese outlying territories to Check-in in person.

※If the number of people is more than 200, the fee will be added with NT$ 500 every 100 people (if less than 100 people, it’s still calculated by 100 people).
14. Timing Chip:
 
(1) Timing chips will be provided for all participants in competition group. Please read the instruction manual beforehand or ask for assistance from the officials and volunteers at the race site. Please securely attach the timing chip to your shoes. It is important for runners to make sure that the running chips remain visible and unobstructed throughout the race in order to calculate the start and finishing times accurately. Do not place the timing chip in a bag, it may cause function failure to the timing chip.
(2) Please take care of your racing bibs and your timing chips, if lost, they will not be distributed again. Competitors who do not wear their racing bibs will be disqualified from the competition.
(3) Please have your ID card or passport with you for reference.
(4) Please read timing chip instruction manual carefully and attach the chip properly. Improper usage will result in no record. The organizer do not held responsibilities for such incidents.
(5) 2020 Kaohsiung Fubon International Marathon adopts a racing chip system to record the race results for participants of marathon and half marathon. A timer is started immediately following the gunfire and stopped the moment participants cross the finish line. Placing results are based on official timing records. Participants who finish the race will receive a certificate with racing record printed on it.
(6) There are time controls throughout the race course. Please be sure to step on the chip timing mats located along the course route. Missing records at the start line, finish line, or any time controls will result in disqualification from the race and no racing record and certificate will be issued.
(7) Marathon and Half marathon participants shall start the race by your racing bib number. Elite runner group shall start before general runner group. Please take your own ability into account at the start and throughout the course. Give the way to faster runners.
(8) Kaohsiung Fubon International Marathon has the right to forfeit or discard any results in which participants have not crossed the starting line within 20 minutes after the race has officially started.
(9) Please return the timing chip to the organizer after the competition and get back the deposit of NT$100. If you are not able to return the chip on the day of the event or unable to participate in competition after accomplishing registration process, please post the chip and relevant information to Rainbow Wings Integrated Marketing Co., Ltd.to apply for deposit refund before 16th February 2020. Deposit cannot be refunded after the deadline.
15. Prize and Award:
 
(1) Prize for marathon and Half marathon group runners
Race ranking is placed according to winners’ race results. In addition to the amount of money that winners will be awarded, a trophy will also be given. A winner who has a place in the top 10 awarding rank, whose race records will not be used to compete against other participants for other rank table. According to Taxation Act in Taiwan, if the total prize income exceeds NT$ 20,000, the local winner shall pay for the 10% winning taxation; Winners who are not citizens of Taiwan shall cover 20% winning taxation no matter how much the prize is. (Please submit a photocopy of ID or passport when retrieving the prize.)

Remark:
Total prize amount for local winners is NT$ 320,000. If local runners are qualified for overall or age ranking, their racing records will only be used to compete in one of the rank table or prize, however the trophy and the ranking will be reserved.
In compliance with international anti-doping regulations, marathon winners will undergo a series of drug tests. Prize money will then be transferred if result is proven negative. Any violation of the anti-doping rules may result in disqualification and loss of results achieved during the event. Once the disqualified participant’s hearing is completed, the ranking and the issuing of prize money will be re-adjusted.
(2) Creative Styling Competition Qualification and Awards
 
A. All runners who register Marathon, Half Marathon and Night Leisure run can participate the Creative Styling Competition.
B. Registration: All registrations for every group should be done on site. For runners who desire participate the competition should go to the designated place (Creative Styling stage or at Creative Arch Selection Area at the end) at designated time after finishing the race and register the racing bib, the name, the ID number, the address and the telephone number.
C. Selection term: Creativity 60%, Overall Makeup design 20%, Fusion elements with events or local features 20%

A. If winners are qualified for overall ranking, their racing records will only be used to compete in the overall ranking table.
B. To encourage senior participants, top 10 male finishers over 70 years old and top 10 female finisher over 60 years old in both marathon and half marathon group, will be awarded a trophy and a present.
C. Participants of 4.5km night leisure run will not be timed.
D. Overall prize winners of marathon and half marathon, please submit a photocopy of ID when retrieving the prize. Winners who are not citizens of Taiwan please submit a photocopy of your passport.
E. Qualified winners shall claim awards at designating time. If you are not able to do so, please retrieve your prize at Awarding Division before 12:00 on the day of competition or will be regarded as forfeited. Please bring an identification (ID or passport) to claim the prize.
(4) Certificate of Achievement(Progress)
 
A. Marathon and Half marathon participants who finish the courses within time limit, please pick up your certificate of progress at issuing stand before 12:00 on the day of the competition (9th February 2020). If the certificate is not picked up within the foresaid time, no further certification can be issued after the event. Providing certificates of progress cannot be issued due to issues beyond control at the finish chute, the organizer will post the certificates to participants after the completion.
B. A certificate of achievement will be given to participants who finish the 4.5km night leisure run within time limit at finish chute. Finishers can fill in running record by themselves.
(5) Participants who finish marathon or half marathon courses within time limit, will be awarded a sports towel and a medal, whereas, participants of the 4.5km night leisure run group who finish the course within time limit, will be awarded with a handkerchief. Please do not take the awards if you fail to finish the course within time limit.
(6) Marathon and half marathon participants can obtain a free lunch box after the competition. Please show your racing bib to receive the lunch box.
(7) A tent will be provided to a team that has more than 50 teammates on the day of competition. There are limited tents available which will be provided on first-register, first-served basis. (To be recognized as a teammate for certain company or association, he or she should have registered and indicated as part of a team at the time of registration)
(8) The race follows IAAF rules, there will be refreshment stations along the course route.

16. Violation:
 
(1) Competitors who commit the violations listed below will have their races results disqualified from the competition.
 
A. Receiving assistance from another person or party during the competition i.e. taking vehicles, shouldering etc.
B. Dispute with referees or not complying referees’ instructions.
C. Bringing a pet (dog or cat) on the race course. Using in-line skates, skateboards, bicycle or any other rolling devices on the race course
D. Using a substitute or non-registered runner to run for you during the race competition. Using false ID information during registration.
E. Violating the spirit of the activity event (causing a disturbance or insulting officials and staff, etc.)
F. Not fixing the racing bib number in the front area of the chest.
G. Receiving food and drinks not provided by the organizer.
H. Taking other participants drinks during the competition.
I. Receiving food or drinks from another party (i.e. from spectators).
17. Dispute and Appealing:
 
(1) Dispute. During the competition, competitors may not dispute with referees. Competitor cannot appeal for decisions based on athletic rules.
(2) Appealing. For winners or potential winners wishing to appeal the results, appeals must be submitted in writing to the Result Referee at the finish area, accompanied with a deposit of NT$ 3,000 within 30 minutes after the official result announcements. The deposit will be forfeited if the appeal is not successful
18. Important Note. Please carefully read through following information.
 
(1) Storage of personal belongings:
 
A. The organizer offers personal belonging storage service to participants of marathon and half marathon courses.
Time to check in: 4:40 to 7:00 9th February 2020.
Keeping hours: 4:40 to 12:00 9th February 2020.
Time to check out: 7:30 to 12:20 9th February 2020.
B. Please take your personal belonging to designated area to check in the items. Please use your racing bib number to retrieve your personal belongings after the competition.
C. Please store all valuable personal belongings in a secure place. The event organizer shall not be responsible for the loss of any personal items
(2) Safety Concerns
 
A. Please take your own health conditions and ability into account and register to the course which you are capable and comfortable to finish within time limit.
B. Participants must be in good health condition to take part of the competition. Do not participate in the race if you have health concerns, such as cardiovascular diseases, diabetes etc. The organizer do not held responsibility for participants who conceal such conditions and incidents led by it.
C. The referees or doctors have the right to stop participants from continuing the course depending on the participants’ physical conditions.
D. Please beware of traffic throughout the race courses.
E. If air quality index (AQI) is above 151-200 and reach the red standard of AQHI, the organizer will provide masks to participants who need them.
(3) Water Station
 
A. Water station arrangement. Refreshment prepared by participants are placed on the first table, water and refreshments prepared by organization are placed on other tables.
B. Elite runners who prepare his or her own drinks, shall hand in the drinks to referee unit by 5:00 on 9th of February 2020. Please ensure the personal refreshments is clearly marked with your racing bib number. The water stations you wish the personal refreshments to be distributed should also be indicated when hand in the drinks.
(4) The organizer reserves the right to publish or broadcast any videos, photographs or other types of materials recorded at this event for the purpose of promoting its activities.

2.Applicants due to following issues, will be eligible for a refund of entry fees and chip deposit providing relevant documents (Natural disasters or unexpected accidents, traffic interruption, military service, service recall, or muster-call, injured, sickness, or pregnant, the participant is attending his or her own engagement or wedding party or funeral of immediate family)

A. Applicants who apply for refund during the 1st phase, please send an email to rainbowwingsimc@gmail.com. Please provide following information in the email.
  1. Name of registrant 2. Event intended to participate (team name if you have registered as part of a team) 3. Ordering number 4. Mobile or telephone number 4. Bank account details to receive refund. Account name, account number, and bank branch code will be required. Once refund applicants’ information are confirmed, entry fees will be transferred to the account you provided on 27th February. Please note that you will not be eligible to compete for the race after refunding your entry fees. For any question, please dial 02-2949-9257.
20. There are seven control gates along the course routes. Participants who do not get to the control gates or finish the race within time limit must take a shuttle bus to the finish line. Participants must follow the instructions of race officials.

21. Insurance for Participants :
 
(1) Participants shall take their own ability into account before taking exercise. It is advised to get enough sleep on the night before competition and have your meal at least two hours prior starting the race.
(2) The race is insured according to the "Precautions for Safe Maintenance and Protection of Rights and Interests of Road Run Participants" issued by the Sports Department of the Ministry of Education. Runners and staffs are provided for NT$ 3000,000 per person with public liability insurance during the race and the event.
iii. When the insured is legally liable to provide indemnification for third-party bodily injury, death, or third-party property damage caused by any of the following accidents during the policy period and in connection therewith receives a claim, insurance company is liable to the insured for indemnification:
 
A. The insured has specified having accident on the course route during the race on the insurance policy.
B. Accidents cause by buildings, pathways, machines or other objects on the course route.
(3) The public liability insurance does not indemnify against any of the following types of liability.
 
A. Injuries caused by personal diseases.
B. Illness caused by cardiovascular diseases or personal health issues, such as heart attack, shock, diabetes, heat exhaustion, heat stroke, high altitude illness, epilepsy, or dehydration etc. We provide emergency medical care on the day of event. The insurance compensation is not liable to illness caused by pre-existing medical conditions or personal health issues. Only injuries caused by accidents are liable for public liability insurance compensation.Chest pain, breathing difficulty, dizziness for no reason, sudden loss of consciousness, hypertension, heart diseases, renal disorder, diabetes, hyperglycemia, family history of heart disease, epilepsy, etc. Participant who have health issues or relevant medical history mentioned above are at high risk of sudden cardiac death. We do not provide health examinations. The participant is strongly advised to consult a doctor before taking any exercises.
(4) The organizer will assist participants to apply for insurance compensation for injuries or damages caused during the policy period and are legally liable to the insured for indemnification. The organizer deny all responsibility for any damage, injury or damages that race participants may cause to others, entities, or physical objects even if the race participant is covered by race day insurance, federation insurance or any other insurance.
22. Personal information protection:
 
(1) Prior to pre-registering, please be sure to read and understand all of the related race activity event rules and regulations at the official website, and then sign up for enrollment while filling in all of your related data before the entry deadline (no changes to your data and info will be permitted after the deadline).
(2) The organizers have the copyright for all the photo images, video images and the race results of 2020 Kaohsiung International Marathon. The organizers reserve the right to publish or broadcast any video, photographs or other types of materials recorded at this event for the purpose of reporting and promoting its activities.
(3) All results and event information will be imported to the database of athletes’ records and will be published on the official website and sponsors’ websites.
(4) Participants who wish to request for their photos during the race will have to contact cooperatives.
(5) If participants do not agree with the information above, please do not register for the race.
(6) All race participants upon registration for the race accept and understand all the articles and regulations in this document.
(7) As part of the global effort in conserving the resources of our natural environment, you are welcome to bring your own water bottle.
(8) The organizer reserves the right to modify the rules and regulations. Any further announcements or revisions to these regulations will be announced by the event organizers.
